I.

THE PROGRAM
The Bureau of Agricultural Research, as part of its effort to strengthen the Department of
Agriculture’s Research and Development System, will extend financial grant for the
publication of books, journals, pamphlets, technical papers and conference proceedings
starting January 2000. The materials for publication should be related to the development
and promotion of agricultural R&D and extension in the Philippines.

II. TERMS OF AWARD
A. Scope
1. Financial support will be provided for the publication of books, journals, pamphlets,
technical papers, proceedings and the like in the field of agriculture and fisheries
related research, development and extension. The grant shall cover the following
fields:

Animal Husbandry
Animal Nutrition

Biotechnology
Biochemistry

Horticulture

2. The topics should be consistent with the national agricultural development
thrusts and stipulated in RA 8435 which are food security, poverty alleviation and
people empowerment (social equity), productivity and income, sustainable
agriculture development and global competitiveness.

B. Eligibility
1. Individual proponents must be bonafide researchers/scientists of the National
R&D System for Agriculture and Fisheries (NaRDSAF);
2. Proponent institution must be a member of the NaRDSAF and is actively involved
in agricultural research and development; and
3. Scientific and professionals societies on agriculture and fisheries sciences of
which publications or journals are refereed. The society or association must be
registered with the Security Exchange Commission (SEC) in order to issue an
official receipt to checks issued by BAR. On the other hand, society or
association not registered with the SEC, shall produce an authorized and
recognized receipt by the Bureau of Internal Revenue (BIR).
C. Financial Support
The amount of financial assistance shall be based on the proposal approved by BAR.
The amount requested is evaluated by the Scientific Publication Grant Technical
Evaluation Committee (SPG-TEC) based on a set of criteria. However, in the case that
the amount requested exceeded to the set funding support per publication, the
Director will be the one to decide base on the SPG-TEC recommendation.

D. Requirements
1. Submission of detailed proposal addressed to the BAR Director indicating the
following:







Type of publication
Number of copies
Recipients of publication
Quality of materials to be used
Budgetary requirements
Timetable

2. Draft copy of the material for publication
3. Endorsement of the agency head upon recommendation of the duly
accredited editorial board of the agency or the program network concerned.
For professional societies, submission of proposal by the editor should be
endorsed by the society president/board chairperson.

Responsibilities
The grantee shall:
1. Give 20% of the total copies of the printed material as complimentary copies to
BAR;
2. Submit a liquidation report to BAR based on the MOA signed by both parties;
3. Acknowledge the BAR as funding agency of the publication, the details of which
shall be stipulated in the MOA; and
4. Abide with the other responsibilities as stipulated in the MOA.
